Operation: Balkan Thunder

Balkan-ization is a geopolitical term originally used to describe the process of fragmentation or division of a region or state into smaller regions or states that are often hostile or non-cooperative with each other.
Thunder is the sound made by lightning. The sudden increase in pressure and temperature from lightning produces rapid expansion of the air surrounding and within a bolt of lightning. In turn, this expansion of air produces a sonic shock wave which produces the sound of thunder.

The Scenario: In the not too distant future... America has realized a full-scale Depression in the nation's economy, which has led to crime and open violence erupting in many cities throughout the USA. With our militaries engaged in a four prong war; fighting against terrorist factions and against the Pan-China Hegemony in the Pacific there is virtually no one left to secure American soil. Several Atzlan factions have taken this opportunity to seize portions of the southwest. Canadian & Mexican troops are being "integrated" into Homeland Security but have only provided "mixed results" (ranging between mediocrity to heavy handedness). Islamic Fundamentalists are claiming control over the cities that they have population dominance in. The Midwest has become a powder keg. As a member of your battalion it will be your job to secure your area of operations, link up with friendly forces, conduct recon missions, and keep your people alive.

What is a MOWG Scenario?
If you were at the NEODF's Operation Raindance in 2006 you'll have an idea what a Multiple Objective War Game scenario entails. This is your opportunity to put your skills, training, stamina, and gear to the test. Rather than just a limited exercise, MOWGS is a free-flow, moderated event that allows multiple teams and battalions to interact and problem solve realistic light infantry tasks in a functional setting. Get your gear and get ready for this awesome FTX. Rain or shine this event will take place.

1. Participants will work with their respective battalions and fire teams. Each battalion/ team will be assigned a moderator who will act as a neutral coach over the MOWGS. In the event that a team does not have a moderator the senior ranking officer will act as a 2nd party moderator.
Prior to the start of the MOWGS; battalions/teams will check in with the Moderator's Control Center, provide their designated radio frequency, and receive their scenario OPORD. Missions will be delegated through the Control Center and will be given to units via radio communications or handwritten communiqués.
2. The role of the moderator is to determine who would be a casualty and who would not and to mediate any disputes that may arise. If there is a question as to the way the moderator saw something, then the senior officer/NCO may address the moderator one time (1x) regarding the issue. The moderator may reverse or maintain there previous decision - after that there is no more discussion. The moderator's word is final.
Moderators may also call a general hold in their areas to assess a situation or to render necessary care to a person. If a hold is called, no one is to move other than the moderator.
3. Blanks will be used to simulate weapons fire. Blanks may not be used closer than 15 feet to an opponent. No pistol blanks permitted. Pistols may be carried by qualified members for security only.
4. There will be no hand-to-hand combat. The first person to touch their opponent, can either take that person hostage or they can score a kill. Persons may surrender and be taken hostage.
Hostages may kill themselves after an hour.
5. If you are considered dead, take your hat off and walk back to the Control Center where you will sign the DEAD roster. Re-incarnations will take place on the half hour. Re-insertion into the operations will take place at designated locations.
6. SAFE anti-personnel simulation devices (i.e. Tippmann Squad Buster paint-grenade) may be used. Moderators have final say in the usage of any device. If your not sure, ask before using.
7. Smoke grenades may be used. CS, CN, OC, Tear Gas, & other noxious chemicals may not be used.
8. Pyrotechnics, aerial flares, and intrusion devices may be used in a safe manner. Any launching devices must be above head height when launched. Pyrotechnic devices may not be aimed at a person.
9. The call out for an emergency is 11Bravo. Anyone may issue an 11Bravo at anytime.
